I would love to host my own forum, but I'm not html savy enough to design my own. Are their hosts that will allow you to create your forum using a template rather than designing or skinning it yourself?

Most hosts allow you to use a template to replace the design elements of a forum. There is no reason for them to mind any changes you make in the way it looks. If you can find a new design for the type of forum you have then you should be able to just upload it for the new look. You'll have to see if there are any instructions from whoever provide the template.

I think most forum packages provide at least some information on changing the design, so you may not find it's too hard if you want to do simple things, like just change the colors. That should be done in the CSS file for most forums and one change there should change part of all of your site.

When you get a hosting package you often get a forum already built with your package deal. I owned a site once that had two forums one for the employees of the site and one for the clientelle. It wasn't an expensive hosting package either. I can't remember the name of the place where I got the hosting right now but if I think of it I will let you know. I use to build websites and I know that lots of the webhosting packages have the forums so if you are looking for paid hosting you will most likely get a forum.
