I feel as if the methods of advertising forums are as widespread as those to advertise and promote websites. You can include a link to your forum in your signature at other forum and in your emails.

As per forum rules, you can sometimes announce your new forum in other forums. You can have a press release announcing the start of your new forum. In addition, you can pay for posts for awhile. Sometimes the people who come to the forum will enjoy the forum so much that they will stay or tell others about the forum.
