To answer your questions.
When a client hires forumbooster.net they get a number of boosters to register as users and post. This makes thier nice new forum look busy and interesting, hopefully enticing people come in, become members and create a community.
There is nothing worse than have a forum where only the admin has posted and you have all those empty sections. It is really hard to go in and start a conversation when you are the only member.
If the client doesn't hire 'professional' boosters, the only other way they can make it look busy is to create alot of user accounts for themselves and post as different people. This is incredibly hard to do especially as you need to have different writing styles for each persona.
As for where they get the money to pay for the service. It is part of the investment they are making. They pay for hosting, design etc., this comes under the same thing.
