First of all you have the choice of whether to make your forum one that requires registration or one that everyone can post in without registering. If you are going for quality rather than quantity, registration is almost always the best thing to do.
Spammers often won't bother to register, they will just find another forum which doesn't require it. If you don't make registration compulsory you will get spam and you will get a lot of nonsense posts.
A good way to attract posters is to give them something to think about and answer. Ask questions "how would you... etc etc" or start a poll. Even start a contraversial topic. People are likely to respond to something their either agree strongly with or disagree with. People also prefer to post in a well populated forum rather than one with only 10 or 20 posts but... time will take you there!! |

If a forum does not get spam, its not popular! Always been the motto with myself and geeky friends, thats just how it is. If a spam bot can not find you, no one else can either. |

It may sound cliche' but finding a content niche' is the core of a successful forum. You must keep yourself abreast of the hottest topics that also get you excited. Keep the content interesting and inviting. Invest some time and effort on SEO and lastly, be patient! Things ought to work out fine. |

I agree to a certain extent while you can cut it down some in the end there will be spam. |

| Spam is almost an essential part because 'trolls' who would spam dont hear about a forum, usually at least, until it has become popular. so popularity and spam kinda go hand in hand unfortunately. |

| You have to get the word out. My favorite forum arose when the mods at a major forum kept banning people for no reason. Then a renegade forum started up. It is now bigger than the major one. |
