I am on a site and no matter what gets posted an individual always replies and they have a flashing profile picture and a signature banner that is likely to give me a seizure ...lol. I can not even read their entire reply it is that bothersome to my eyes. ...what would you do? below is an example

What I saw was black and white with little moving people at the bottom. I guess loading images could get you bogged down, these didn't seem bothersome compared to others I have seen. eg: large baby photos

Do you have a way to turn images off in your browser? I believe you can do that in Firefox.

You may be able to download an AD or banner blocking program so that you will not have to view these items.

You may also be able to change settings for that forum, depending on what options are available there, to not see any images.

Check your profile or settings area to see if this is possible, if not inquire with the forum administration as to how you could go about doing so.

I have a gif in my profile at my forum. It's a bird walking into a store and stealing a bag of chips and running out. If this bothers someone, I'd really hope they'd tell me. I dont' want to lose posters because of something so silly. I could easily just put up my sites logo or something.

I just noticed you are assigned to my forum, If you notice my avatar and it bothers you just shoot me a PM on my site and I'll take care of it. I didn't think it was bad at all.

Can you change your preferences so that no images are shown?

It might prevent the banner from showing and the page might load a lot faster.

Why not talk to the site administrator and bring this to their attention. I think this is important to them too as their site visitors might feel irritating as well.
